QP reinforced the commitment to HSE with the recent reorganization and consolidation of HSE activities and the establishment of a direct line of reporting from Corporate HSE to the Minister of Energy & Industry. To achieve strategic HSE objectives QP’s HSE Regulation & Enforcement Directorate (DG) are seeking to hire a Head of Business Systems Development.
Primary Purpose of the Job
• Provides leadership and direction for Business Excellence activities in continuously improving the business performance in a sustainable way and develops strategy, approach, content and structure of Business Excellence roadmap, and ensures execution of the same across the Energy & Industry sector.
• Builds strategic partnerships regionally and internationally to further objectives of Energy sector and monitors compliance with policies and procedures (GCC, OPEC, HSE-UK, NOPSA-Australia,....) to enhance the efficiency of the upstream, mid-stream, downstream operations and transmission, distribution and utilization of products of Energy sector in a sustainable manner.
• Fosters a culture of HSE Business Excellence throughout the Directorate and the Energy sector to enhance the project management, engineering capability, operational efficiency to reach world class level and research & development to elevate the economic contribution of Energy& Industry sector to the State of Qatar.
• Accountable to initiate an Award program/scheme such as (Deming Application Prize) for Business Excellence and manages the formulation of Business Excellence Award and manage the assessment & performance of the stakeholders of Energy & industry sector as per the HSE Award assessment criteria and selecting industries for Award and also reporting the assessment to the respective operators for taking corrective actions for improvement.
• Manages co-ordinates and ensure verification / validation of the HSE data (environmental) received on-line from Operators and arranges for analysis of data to generate industry-wide reports and build strategies.
• Responsible for the development, implementation and management of e-applications in the Directorate such as Web site (internal and external) and extend it across Energy & Industry sector
• Undertakes development of Nationals
Knowledge, Skills & Experience
• University degree in Science, Engineering or Business Administration or equivalent.
• 10-15 years experience preferably in Oil & Gas or Energy industry.
• Excellent knowledge and experience in business system, business excellence models and their implementation.
• Familiar with certification/accreditation in a recognized management systems or auditing organization and with applicable Federal and Municipal Health, Safety and Environmental regulations, IMS and business excellence models.
• Technical expertise, leadership, coaching and guidance on issues concerned with implementation of business excellence and IMS systems.
• Expertise in the development and improvement tools and programs related to HSE activities, business system development and improvement.
• Leadership skills: Developing a Business plan for the department, facilitating success for the directorate, leading changes and inspiring followers.
